The Glendale, Arizona City Council has approved the annexation and rezoning of roughly 160 acres near Litchfield Road and Olive Avenue for Project Eagle, a data center campus, and Project Baccara, a natural gas power generation facility that will serve it, ABC15 reported on October 28, 2026. KJZZ reported the same day that the vote took place on Tuesday, which was October 27, 2026, and that it moved the development from county land into Glendale's territory.
What the council approved
According to ABC15, the development breaks down into three parts: three data center buildings on about 108 acres, a natural gas power generation facility on roughly 33 acres, and a future APS substation on approximately 12 acres. Project Eagle is the data center portion, and Project Baccara is the gas generation facility, which ABC15 reported is expected to include 18 gas turbines. KJZZ also reported three data center facilities, 18 natural gas turbines and an APS substation.
AZFamily reported that the project carries a $36 billion price tag and about 700 megawatts of natural gas generation, meant to power the data center and support the regional grid. The station attributed those figures to the City of Surprise, which has published information on the project because the site is close to that city. AZFamily put the location about 2 miles northwest of the front entrance of Luke Air Force Base.
FOX 10 Phoenix named the developers as Takanock and Montera Infrastructure. The station reported that the two companies say they are still finalizing the construction timeline and expect to begin preparing the land in the coming months. ABC15 reported that construction is expected to begin next month, according to the city, and AZFamily reported that the first data center building is set to open in 2028. The data center's end user was not named in any of the four reports.
How the approval came together
The Glendale vote was the last of several approvals. ABC15 reported that the Glendale Planning Commission had earlier recommended approval 4-2, subject to 11 stipulations. AZFamily reported that the Maricopa County Board of Supervisors granted a military compatibility permit for the developers in May, with one supervisor voting no. FOX 10 reported that the mayor and council voted unanimously in April to approve a pre-annexation development agreement for the project.
Luke Air Force Base shaped the terms. KJZZ reported that the city ordinance requires the developer to meet standards sent by the base, including mitigating emissions from the gas turbines and ensuring nothing interferes with pilot visibility. ABC15 reported that the city said the approval process included coordination with the base to ensure the development is compatible with its operations.
Residents raised water, noise, air quality and safety concerns through months of debate, ABC15 reported. Project representatives have said EPCOR, not the City of Glendale, would provide water and wastewater service to the site, according to ABC15. Councilmember Lauren Tolmachoff told KJZZ that data centers are needed to keep up with artificial intelligence: "This is the world we are living in now and in order for this to continue on, we need the infrastructure."
Glendale estimates the project will create approximately 200 permanent jobs and generate more than $150 million in direct revenue for the city over the next 10 years, ABC15 reported.
What a campus with its own power plant means for bolting supply
Most data center announcements involve buildings, cooling and a utility feed. This one adds 18 gas turbines and a substation on the same site, which changes the fastener mix. Three distinct bolting packages typically appear on a project of this shape.
The data center buildings themselves consume structural and anchoring hardware: anchor rods cast into column footings, high-strength structural bolt assemblies for steel framing, and anchors for generators, switchgear, chillers and rooftop equipment. Specifications for this work commonly call out ASTM F1554 anchor rods, ASTM F3125 structural bolts, and hot-dip galvanized or other coatings for exposed hardware, with heavy hex nuts and hardened washers matched to each grade.
A gas turbine plant is a different market. Turbine generator sets sit on large foundations with embedded anchor bolts, and the fuel gas, steam, water and exhaust systems around them are built from flanged piping. Flange bolting on this kind of plant is typically specified as ASTM A193 B7 stud bolts with ASTM A194 2H heavy hex nuts, with stainless or alloy grades where temperature or corrosion requires them. Buyers for power generation work usually require mill test reports and lot traceability for every size, and the grades and sizes come from the project's engineer of record.
The substation adds a third package: anchor bolts for steel structures, bus supports and transformer pads, often with galvanized hardware for outdoor service. Across all three, procurement teams tend to buy against a take-off at the start and then chase shorts near the end, when a missing size can hold up a crew.
Where Cyclone fits
Cyclone Bolt is a Houston, Texas manufacturer of fasteners, threaded products and custom machined components, established in 2016. Cyclone is supplying several large data center builds in Texas and welcomes more, from full-build take-offs to the shorts at the end of a project. Cyclone's published certifications include AS9100D, AS9120B, ISO 9001:2015, API Spec Q1, API 20E and API 20F.
This article reports on public approvals and news coverage. It does not describe Cyclone's own work, and nothing here indicates any Cyclone involvement in the project covered.
